Department of Labour, Government of Meghalaya, in the project, has been designated as Project Implementation Unit 3 (PIU3) and headed by Principal Secretary, Labour. The key objective of PIU3 is to strengthen the Industrial Training Institutes (ITIs) in the state of Meghalaya. At the time when Meghalaya attained its Statehood in the year 1972, there was only one Government ITI at Tura. The policy of the Labour Department was to setup ITIs in all the district head-quarters in the State. At present, there are Ten Government ITIs. Setting up of 3 more new ITIs in the newly created District Headquarters, Ampati, Khliehriat and Mawkyrwat is under consideration of the Government. After expansion, the Labour Department is contemplating to consolidate all existing Government ITIs in a phased manner. Consolidation of Government ITIs in the state will be carried out as per the norms and guidelines prescribed by NCVT, Ministry of Labour and Employment, Government of India These reforms will basically consist of upgrading equipment and lab layouts, pedagogical improvements with greater focus on academics and assessments, training of trainers for existing trades and introduction of new trades.

PIU 3 as an implementing unit was formalized post project initiation and is solely focused on Carrying out Institutional reforms, enhance the capacity and responsiveness TVET in the state and achieving the stated objectives. In the project, the key activities of the PIU3 are:

Improved Capacity Utilisation of ITIs in Meghalaya and Trades/Courses aligned to National Standards

  • Introduction of new market aligned Trades/Courses as well as existing Trades identified for upgradation as per Skill Gap Analysis(SGA)/Stakeholders consultations/ workshops  
  • Design, development and introduction course material for newly introduced Trades/Courses aligned to NCVT   
  • Upgradation and strengthening of course material of selected existing Trades/Course aligned to NCVT       
  • Ensure that NCVT aligned curriculum/syllabus and course materials developed under the project or otherwise are aligned /complied to the appropriate level descriptors of NSQF as has been decided by NSDA/NSQC

Improved Quality and delivery training in ITIs

  • Upgradation of basic infrastructure and equipment in selected ITI/Trades based on NCVT syllabus
  • Establishment of Trade specific laboratory and classrooms for newly introduced and upgraded trades/courses
  • Training of Trainers/Instructors
  • ICT enabled teaching and training aids operationalised in all ITI's as per the national standards and benchmark.

Improved market responsiveness of ITI training

  • Strategy/guidelines for establishing counselling and placement support division in ITIs with the involvement of employment exchange (renamed as National Career Service Centres)
  • Design, develop and integrate soft skills and industry specific technical skills modules into all trades to make graduates/passed-outs industry ready
  • Design, develop and integrate entrepreneurial skills modules into all ITI trades/courses to enhance livelihood opportunities of graduates/passed-outs.

Increased Awareness and Participation among the youth toward ITI training

  • Formulate, design and validate TVET specific awareness building and communication strategy in local languages that address social, economic and gender barriers to accessing TVET and generate demand for vocational education.
  • Atleast 20,000 youth (50% women) are mobilised through awareness building, mobilisation campaigns and career counselling process in all 11-districts and among major and minor tribal group over 5-Year period.
  • Undertake multi-pronged awareness building, mobilisation and career counselling in all 11-Districts (from second half of 2014 to end of Project)

Increased capacity of Department of Labour

  • Department of Labour's capacity on project management, procurement, financial management and M&E strengthened;
  • Design, develop and operationalize MIS for performance monitoring and tracking of ITIs
  • Undertake periodic monitoring, reporting and evaluation by conducting baseline/tracer studies and other required surveys throughout the project period.
